A Turnkey Contractor Village Solution for a Major Power Station Outage

In April 2026, Align Group supported a major planned outage at a biomass power station, delivering a fully managed contractor village designed to support more than 250 contractors throughout the outage programme. From the initial site setup and temporary infrastructure through to welfare management, cleaning, waste services and day-to-day operational support, Align Group provided a complete turnkey solution. By taking responsibility for the contractor village, we enabled the site’s operations team to remain focused on the safe and successful delivery of critical outage activities.

What was the client’s challenge?

During previous annual planned outages of the biomass power station, significant time and resources were being diverted from the operations team to manage contractor welfare, parking, cleaning, waste management and the day-to-day operation of the contractor village. This placed additional pressure on personnel whose primary focus needed to be the safe and successful delivery of critical outage activities.

Our client required a fully managed solution that would remove this burden from site staff while providing a professional, safe and efficient environment capable of supporting more than 250 contractors throughout the outage period.

What solution did Align Group provide?

Align Group delivered a fully managed contractor village solution, providing a single point of responsibility for the design, installation, operation and maintenance of the facility.

Our approach ensured that the operations team had minimal involvement in the day-to-day management of the village, allowing them to focus entirely on outage delivery. Align Group supplied dedicated site attendants throughout the project, managing welfare facilities, contractor parking, cleaning operations, waste management and the overall running of the village to ensure a seamless experience for all users.

What work was carried out?

Align Group provided a complete turnkey solution, including:

  • Groundworks and site preparation.
  • Temporary electrical installations and distribution.
  • Plumbing and welfare connections.
  • Waste management facilities and services.
  • Contractor parking management.
  • Daily cleaning and maintenance of welfare facilities.
  • Dedicated on-site attendants providing continuous support and supervision.
  • Ongoing management and coordination of the contractor village throughout the outage.

The village was designed and operated to support in excess of 250 contractors, ensuring safe, reliable and efficient welfare provision during the outage programme.

What challenges did the team overcome?

Operating a contractor village for more than 250 personnel within a busy, live power generation environment required careful planning and continuous management.

Key challenges included:

  • Managing high contractor volumes during peak outage periods.
  • Maintaining safe access, egress and parking arrangements.
  • Ensuring welfare facilities remained operational and fit for purpose at all times.
  • Coordinating multiple service providers and contractors.
  • Delivering a solution that supported the outage programme without creating additional demands on the client’s operational team.

Through proactive management, dedicated site presence and close collaboration with the site’s operations team, the contractor village operated efficiently throughout the outage period.

What was the outcome?

The contractor village successfully supported the outage programme, providing a safe, clean and well-managed environment for contractors while significantly reducing the workload placed upon the site’s operations team.

By removing the responsibility of village management from site staff, the operations team were able to focus on critical outage activities, helping to improve overall operational efficiency and programme delivery.

The quality of the facility and service was recognised by contractors across the project, with numerous attendees commenting that it was the best managed outage they had experienced.

What made this project stand out?

This project demonstrated Align Group’s ability to deliver a complete turnkey solution that combined civil engineering, electrical installation, plumbing, facilities management and operational support under a single contract.

The dedicated management approach, continuous site presence and attention to contractor welfare created an environment that enhanced both safety and productivity, while allowing the client’s team to remain focused on their core objectives.

The success of the project was built on strong collaboration between Align Group and our client, ensuring the contractor village became a valuable enabler of the wider outage programme.

What would the client say about working with Align Group?
